Hello Farah,
Civil Engineering and Architecture both have similarities in the case where they work with planning and designing structures. However, Architecture focuses more on the spatial functionality and aesthetics of the development work (aka the design) while Civil Engineering focuses more on the structural elements of the design, ensuring the safety and durability of the structure in both normal and extreme conditions.

Although it is possible to change the location of your university for government universities, there is a very slim chance that it will be approved. This is because you will need a valid reason for why you want to transfer to another university, and the university you want to transfer to will have to determine if your reason is serious enough to be approved.
But, there is no harm in trying, so you can try to apply for transfer; just keep in mind that the chances of approval are very low. For now, there are few universities in Malaysia that offer part-time engineering courses. One of them that do is UTMSpace, which focuses on mostly part-time courses due to high demands of working adults who want to further their studies.

Congratualtions on having completed your diploma! As for whether you can shorten your degree time by transferring credits from your diploma, it will have to depend on the particular university's degree module with the module that you have taken with your diploma. You will have to contact the university directly with your transcript so that they can cross reference it with their module in order to determine if your credits are transferable to your degree.

Tuition fee means the fees that you will be paying for your classes in university. It does not include your room and board fees. Depending on university websites, the tuition fee could be presented in a yearly form, or semester form. You will have to check with the particular university website to determine the price of the degree you want to enroll in.
The fees for Civil Engineering differs with different universities. It can go from a range of approximately RM45,300 to RM73,000.00 or more. Of course, you will also have to take the course quality and environment into consideration too.

Electronics is usually defined as a sub-category of Electrical Engineering. Electrical engineering is a branch of engineering that deals with production and distribution of electricity, while electronic engineers design the components and circuitry that make-up the electronic equipment itself, and ensure that the product functions properly.
By right, it is better to take up E&E in comparison to only Electrical engineering as E&E encompasses both of these qualifications and you will be learning on a broader spectrum.
As for public universities that offer E&E, UMS, UTHM, UiTM and UPM all offer this course, so you do have choices on which university you want to go for.

According to the rankings and specialisations of each public university, we would suggest that you choose UM as it is a university that specialises in engineering. It is also ranked at 22 on the QS World Rankings in regards to engineering and is the best university in Malaysia. USM ranks at 60 while UMS did not make it into the ranking.
