The fees for the Diploma of Engineering (Electrical Engineering) course in Universiti Malaysia Perlis (UniMAP) for Malaysian Students for the 2017/2018 session, if that is what you are referring to is as the following:
Non-Recurring Fees = RM 775.00
Recurring Fees (Per Semester) = RM 1,010.00
Total Amount = RM 1,785.00

Electronics is usually defined as a sub-category of Electrical Engineering. Electrical engineering is a branch of engineering that deals with production and distribution of electricity, while electronic engineers design the components and circuitry that make-up the electronic equipment itself, and ensure that the product functions properly.
By right, it is better to take up E&E in comparison to only Electrical engineering as E&E encompasses both of these qualifications and you will be learning on a broader spectrum.
As for public universities that offer E&E, UMS, UTHM, UiTM and UPM all offer this course, so you do have choices on which university you want to go for.
