IDEAS: New Educational Plan looks good but lacks Transparency

  • The National Education Blueprint lacks transparency, according to the Institute for Democracy and Economic Affairs (IDEAS).
  • The government did not release four reports which were the bases for the Blueprint’s credibility.
  • These four reports are from the World Bank, UNESCO, a panel chaired by former Universiti Sains Malaysia (USM) Vice Chancellor Tan Sri Dzulkiflee Abdul Razzaq and another advisory panel chaired by Tan Sri Wan Noordin.
  • According to IDEAS, the reports should have been made available to public so they will know that the blueprint has considered all the ideas gathered by these entities.
  • Aside from the 4 reports, all the published memorandums and submissions received from various entities should also be made available.
  • “Without releasing these four papers, it is difficult to ascertain the credibility of the claim that the government’s published blueprint is really based on the consultation with experts and the public,” said Wan Saiful, CEO of IDEAS.
  • He said the stakes are too high for it to fail and suggests that the government should “think it over” and make the blueprint a national agenda.
