BYDPA is managed by the Public Service Department (JPA) and is offered to excellent students who are currently pursuing Master's and Doctor of Philosophy studies in selected fields and continuing their studies at either selected local or overseas universities.

Applicant must meet all the below requirements

1. Malaysian 
2. Must not be above the age of 35 as of 1 January 2024
3. Bachelor's degree recognized by the Government with a minimum CGPA of 3.75 or first class or equivalent for Master's candidates, or Bachelor's Degree and Master's Degree recognized by the Government with a minimum CGPA of 3.75 or first class or its equivalent for PhD candidates. 
4. Students have received an unconditional offer for full-time study in the year of the offer at a higher education institution listed by PSD according to the field of study or have started a full-time study in the year of the offer at a higher education institution listed by JPA according to the field of study.
5. For Masters level students, who are in research mode which requires the preparation of a research paper, dissertation or thesis.
6. Students are involved in the production of creative and innovative works such as writing, art or technology design and so on, namely:
   – Master Candidates: Active candidate involvement is an advantage; or
   – PhD candidates: Candidate involvement is mandatory.
   Priority will be given to candidates who are active in co-curricular activities/ community activities.

2. After completing the application, download the file.
3. Prepare the following documents:
   - Copy of first degree or equivalent (scrolls and transcripts certified by a qualified officer for Masters and PhD level applications).
   - Copy of Master's Degree or equivalent (scroll and transcript certified by a qualified official – for PhD level applications).
   - Letter of unconditional offer (unconditional offer) from the university/study institution or registration slip/confirmation of the first semester of study.
   - A copy of a certificate, letter or any proof/confirmation of involvement in the production of creative and innovative works such as writing, artistic design or technology etc. certified by a qualified officer for Masters candidates (if any) but mandatory for Ph.D candidates.
   - A copy of a certificate, letter or any proof/confirmation of involvement in co-curricular activities/social activities certified by a qualified official.
   - Research proposal paper in Bahasa Malaysia/English for studies in the country or English for studies abroad.
