Government cancels JPA PILN

Non-bursary students waiting to apply to the Public Service Department for the PILN are in for a surprise.

Without public announcement, the Malaysian government has decided to withdraw the Overseas Public Services Department or JPA PILN scholarship applications due to insufficient funds.

Apparently, the RM2.12 billion budget is not enough for the PSD local and foreign scholarships.

In April 2012, Deputy Prime Minister and Education Minister Tan Sri Muhyiddin Yassin announced that JPA PILN  will continue to help bursary (9A+ and above in their SPM) and non-bursary students (those with less than 9A+ in their SPM ).

It is a partial scholarship programme for bursary students that cover up to pre-university level.

Non-bursary students can apply if they maintained an average CGPA of 3.5 and to receive an unconditional offer from the top 10 universities in the world. The preferred courses are medical, dental and pharmacy. Meanwhile, those who can score CGPA of 3.5 and receive an unconditional offer from the top 50 universities in the world can further any other degree.

In response to this, representatives of the Democratic Action Party (DAP) has called for transparency, accountability, and consistency with JPA's policies on awarding scholarships.

On another note, this isn't the first time an educational programme has been scrapped quietly.

In February 2013, the government launched a top-up loan programme called the Skim Prihatin Pendidikan 1Malaysia or SPP1M loan for twinning programmes and foreign studies. The loan enables a maximum of RM150,000 for medical students and RM100,000 for other courses. Yayasan Peneraju Pendidikan Bumiputera (YPPB), and Maybank and RHB manage the programme, keeping interest lower than usual.

However in mid-2013, the SPP1M loan for programmes abroad was put on hold due to some policy issues, base on Afterschool.my's phone call with YPPB. Since then no official announcement has been made regarding the status of this loan programme.
